In the wake of yet another mass shooting — this time the Feb. 14 shooting at Marjory Stoneman Douglas High School in Parkland, Fla., where 17 were killed and many others injured — we again look at gun laws and what can be done to curb such tragedies in the future.   • Stephen P. Halbrook, an attorney who specializes in Second Amendment and firearms cases, senior fellow at the Independent Institute, and author of a number of books, including the forthcoming, Gun Control in Nazi-Occupied France.
